

Brussels, 10 September 2025 – ALLRAIL is pleased to share its latest Position Paper, “The Benefits of Competitively Tendered Public Service Obligation (PSO) Contracts in Passenger Rail”. |
As Europe advances market opening on the routes that are not commercially viable, the paper shows how tenders improve efficiency, raise service quality and deliver better value for taxpayers’ money. |
Yet real competition is still held back by barriers to entry: limited access to taxpayer funded rolling stock that are in effect controlled by incumbents, weak strategic planning and risk-sharing by Public Transport Authorities, and the continued use of direct awards. |

However, to make the PSO market genuinely competitive, we need stronger regulatory oversight, fair access to rolling stock and, above all, a proactive role of Public Transport Authorities”
