ALLRAIL Joins the Maastricht Manifesto for Integrated, Sustainable and Inclusive Mobility
ALLRAIL, the Alliance of Passenger Rail New Entrants, is pleased to join the Maastricht Manifesto for Integrated, Sustainable and Inclusive Mobility, launched in the context of this year’s European Passengers’ Federation conference.
The conference took place on 5-6 June 2026 in Maastricht, the Netherlands, at the Gouvernement aan de Maas, the Provincial House of Limburg. It was organised by EPF member organisation Reizigersvereniging Rover.
Together, EPF, BEUC and EDF, representing passengers, consumers, persons with disabilities and older people, and with broad support from the sector, including ALLRAIL and the Community of European Railway and Infrastructure Companies (CER), call for a fundamental shift in how public transport is planned, delivered and experienced.
Public transport should be a reliable, affordable and dignified option that meets diverse mobility needs across all contexts: from urban to rural areas, within and between regions, and across borders. This applies equally to short-distance, long-distance and high-speed journeys.
🚆 Integrated mobility
Passengers should be able to move easily across modes, regions and borders, with public transport forming the backbone of a seamless European mobility system.
🌱 Sustainable mobility
A stronger public transport offer is essential for reducing emissions, supporting modal shift and making sustainable mobility the natural choice for passengers.
♿ Inclusive mobility
Public transport must be accessible, affordable and dignified for all passengers, including persons with disabilities, older people and those living in rural or underserved areas.
ALLRAIL supports the Manifesto’s call for a public transport system that puts passengers first. A truly integrated European mobility system requires open markets, fair access, better ticketing, reliable services and a level playing field for all operators willing to serve passengers.
