The EU Commission has finalised its comprehensive study on the internalisation of external costs of transport, updating the previous edition published in 2019 (Internalisation of transport external costs – European Commission (europa.eu)).
Since 2008, this work has provided a robust analytical basis for understanding transport-related external costs (including air pollution, noise, accidents and congestion), infrastructure costs, and the taxes and charges applied across transport modes. The study brings together the latest available data using harmonised and scientifically sound methodologies.
You are invited to the Final Workshop of the study ‘Internalisation of External Costs of Transport’, which will take place online on Tuesday, 22 September 2026. A draft agenda is attached.
During the workshop, the study team will present the main findings, with particular attention to the external cost results included in the forthcoming edition of the Handbook, as well as an updated overview of infrastructure costs. Each session will include time for questions and discussion, providing an opportunity to exchange views on external costs across different transport modes, upstream and downstream emissions, and infrastructure costs.
