ALLRAIL has been quoted in the International Railway Journal (IRJ) following the entry into force of the EU’s new Capacity Management Regulation and the rail sector’s call for the swift establishment of the European Railway Platform (ERP).
The ERP will provide a collective voice for railway operators and other market participants in the new European governance framework, contributing to discussions on capacity allocation, traffic management, performance monitoring and technical standards. It is intended to act as a strong counterpart to the European Network of Infrastructure Managers (ENIM) and to ensure that operational and market needs are properly reflected in future European rules.
Speaking to IRJ, ALLRAIL Secretary General Nick Brooks highlighted the importance of maintaining balanced representation within the new platform:
“Thanks to the engagement of all stakeholders, the ERP provides a strong basis for balanced representation and should continue to ensure that new entrants have a meaningful voice as its work develops.”
For independent passenger rail operators, effective participation in the ERP will be particularly important. Access to sufficient and commercially viable infrastructure capacity remains one of the main barriers facing new entrants in Europe. The new governance framework must therefore ensure that their interests are properly represented from the outset.
ALLRAIL, together with other European rail sector associations, has called on the European Commission to approve the ERP proposal swiftly, enabling the platform to begin its work as the new Capacity Management Regulation is implemented.
