Joint Letter on the adoption of the Common Safety Method for the Assessment of Safety Level and Performance

Following the European Commission’s Expert Group meeting on 13 November, ALLRAIL joined sector partners (AERRL, CER, EIM, ERFA, FEDECRAIL, NB-RAIL, UIP, UIRR, UITP and UNIFE) in a joint letter to the EU Commission’s Mobility Directorate DG MOVE, with the EU Agency for Railways (ERA) in copy, on the forthcoming adoption of the CSM ASLP (Common Safety Method for the Assessment of Safety Level and Performance).

Our message is simple:

  • We strongly support a coherent European safety-learning framework for the Single European Railway Area.
  • 🇪🇺 But Europe should build on proven national reporting and analysis systems that already deliver robust safety learning.
  • The draft CSM ASLP introduces major new requirements (scope, timelines, data structures, links to the future Information Sharing System – ISS) that could force severe changes to RU/IM systems, processes and roles.
  • To be proportionate and operationally sound, implementation must reflect today’s state of play, differences across Member States, and ISS readiness, grounded in evidence and best practice.

ALLRAIL stands ready to work with DG MOVE and ERA to ensure CSM ASLP strengthens safety performance in practice, not just on paper.
