
ALLRAIL, the Alliance of Passenger Rail New Entrants welcomes the conclusion of trilogue negotiations on the Rail Infrastructure Capacity Management Regulation. This long-awaited reform will help harmonise capacity planning across Europe, making it easier to run reliable cross-border services and ensuring fair treatment for all operators.

👉 📑 European Frameworks must reflect all stakeholders
The new Regulation tasks ENIM with drafting three European Frameworks that will shape how capacity is planned and allocated. ALLRAIL stresses that these frameworks must be developed openly and inclusively, with meaningful input from new entrant operators, who are most exposed to opaque or discriminatory decisions.
🔉 🚄 ALLRAIL also welcomes the creation of the European Railway Platform (ERP) as a formal channel for stakeholder input. The ERP must operate fairly and transparently, and ensure that new entrant operators are fairly represented.

As the Regulation moves to final adoption, ALLRAIL urges EU institutions and Member States to ensure that the European Frameworks are ambitious, transparent and enforceable, supporting more cross-border services, more competition, and better choice for passengers.
