Military Mobility: No Operator Left Behind

Europe’s security and connectivity are on the line. The EU’s new Military Mobility Package is a once-in-a-generation chance to turn rail into a true strategic asset – for both defence and citizens.

ALLRAIL warns: unless rail is put at the heart of the EU’s plan, fragmentation and protectionism will hold Europe back. Instead, the EU must deliver a unified, dual-use rail network built on seven key pillars:

  • Rail First: Prioritise rail in all EU defence and mobility budgets.
  • One Standard, One Europe: Mandate 740m trains, P400 gauge, 22.5t axle load, and ERTMS.
  • Military Schengen: Remove border bottlenecks with harmonised customs, licensing, and path allocation.
  • Fair Access: All operators must benefit from EU-funded upgrades.
  • Civil Benefits: Make sure taxpayers see the payoff: faster trains, better ticketing, stronger regional links.
  • Private Innovation: Bring in the private sector via PPPs, rolling stock leasing, and open access.
  • KPIs That Count: Track both defence readiness and civil usage.
