ALLRAIL is delighted to announce that John Thomas is joining the ALLRAIL team on 8 September 2025, as our Policy Director.

John has over 30 years’ experience in the development and implementation of rail policy, regulation and legislation in Europe, India, South East Asia and the Middle East. 

He has recently been working as an independent consultant for MTR, the UK rail regulator ORR and Etihad Rail; and before that he was Policy Director at the Rail Delivery Group and Rail Partners in the United Kingdom.

John was a board director at ORR before setting up the rail regulator in Saudi Arabia and then joined Etihad Rail in the United Arab Emirates. He has extensive knowledge and experience in transport policy, economic regulation and in the economic and financial analysis of policies and projects.

We are very pleased that John is joining us and that he will help us to continue to press the benefits of liberalisation in the passenger rail market, in Europe and beyond.
