▶ We warmly congratulate the independent operator Transdev and the French Région Sud (South Region) on the official launch of the Marseille-Toulon-Nice passenger rail service on 29 June 2025.
▶ This is the first time in France that a regional Public Service Obligation (“PSO”) rail concession has been awarded to and is operated by an independent operator, following a competitive tender.
▶ This is a major milestone in EU rail reform.

This new service, part of the Intermétropoles lot tendered by Région Sud, offers a glimpse into The Future of Passenger Rail: more frequent, more efficient, and higher-quality public transport at better value for taxpayers.
Operated by Transdev’s subsidiary Transdev Rail Sud Intermétropoles (TRSI), it introduces a new standard in public rail transport, with increased frequency, brand-new rolling stock, and enhanced passenger experience. It is a strong example of how competitive tendering can bring more choice and better quality to passengers.
ALLRAIL calls on regional and national authorities across Europe to fully implement the EU Fourth Railway Package which mandates competitive tendering for such PSO concession contracts.
The French Région Sud is setting a positive precedent that others should follow without delay.
