EU passenger rail has experienced a dramatic decline in demand due to the COVID-19 crisis. Whereas ALLRAIL considers most financial aid schemes taken at the national level as inconsistent and unreliable, there has been some financial help for individual companies. Nevertheless, even though the 2nd wave of the pandemic was predicted months ago, there is still no uniform European strategy that supports all rail passenger rail companies fairly and equally - both operators and ticket vendors - both privately and publicly owned.

SWEDEN / DENMARK: direct awards for night trains are just a painkiller, not the remedy

The only night train operator between Sweden and Germany over the past eight years has been Snälltåget, a privately owned venture, doing it on a commercial basis without subsidy. Next year it will serve Denmark as well.
Now, state rail incumbents are lobbying for directly awarded taxpayer subsidy for night trains between the same countries - only for themselves.

President remains Dr. Erich Forster, CEO of WESTbahn, new Vice-President become Christian Schreyer, who is Transdev CEO for North & Central Europe. The other elected Board Directors are Ian Chaplin of Omio, Peter Köhler of Leo Express, Erik Hellners of MTR, François Coart of GetLink and Matthias Müller of FlixTrain. Lord Tony Berkeley becomes Honourary Board Director.

COVID-19 in AUSTRIA: Temporary Public Service Obligation (PSO) contract for open access operators: New reference model for the rest of Europe

Under the EU Commission’s Temporary Framework, EU Member States are allowed to use the full flexibility foreseen under State aid rules to support the economy. Therefore, we welcome the Austrian government’s new decision to award both open access operators between Vienna and Salzburg - WESTbahn and ÖBB - with a temporary PSO order for the route1, starting today.

Railway Gazette: Passenger groups raise concerns about EU passenger rights recast

...ALLRAIL believed that the agreement could lead to further erosion of the availability of through tickets. Mandatory through ticketing with liability for any delay compensation lying with the causer of that delay would have been the ‘fairest and most effective way’ to improve performance, it said, suggesting that making passenger rail travel more attractive would generate additional revenue outweighing the potential cost of compensation.

Next summer, Czech operator RegioJet intends to expand its five-country night train running from Prague to the Croatian coast, while Flixtrain has mulled offering its own sleepers in France.The Swedish government has pledged to fund a night train to Brussels from 2022, but in parallel Snälltåget, a private company, is promising to increase its own service next year on the Stockholm to Berlin route. Snälltåget’s manager Carl Adam Holmberg says policymakers can do more to help out the industry by reducing track access charges — the fixed per kilometer fee for using the track — rather than just looking to subsidize routes by big state players.

Railway Gazette International: Westbahn and ÖBB awarded public service contracts to secure operations during the pandemic

Both Austrian Federal Railways and open access competitor Westbahn have been awarded emergency public service obligation contracts to ensure the continued operation of Wien – Salzburg trains during the coronavirus pandemic, in a move which the ALLRAIL association of new market entrants said should provide a model for the rest of Europe.

The Irish Times: Europe’s rail renaissance hoping to leave red tape behind

For Nick Brooks, head of the Allrail lobby group representing a dozen private rail operators in Europe, old monopoly mentalities are a major hindrance to a Ryanair of European rail. The high cost of buying track access from national operators deters would-be market entrants, he says, if they aren’t scared off already by the high cost of market entry. You can’t lease trains like planes, he says, requiring deep-pocketed operators for long-distance rail competition to succeed.
